On December 30, 2009, CMS and the Office of the National Coordinator for Health Information Technology issued proposed guidance defining what constitutes "meaningful use" of electronic health records (EHRs).
The guidance is expected to help determine which physicians and hospitals are eligible for $17 billion in federal incentive payments for implementing approved EHR systems starting in 2011.
The American Recovery and Reinvestment Act of 2009 (ARRA) earmarked funds for incentive payments for physicians, hospitals, and other health care providers whose EHR systems meet the U.S. government's standards for "meaningful use."
CMS has recommended a three-phased approach to implementing criteria for demonstrating "meaningful use." Beginning in 2011, CMS would identify measures that eligible professionals must report on in order meet the "meaningful use" standard. By 2012, these measures would be reported through certified EHR technology. Practices would need to verify that their EHR vendors are certified.
The CMS proposal also recommends reporting periods, reporting methods, and payment structures to incorporate EHR-based incentives to the Medicare program.
